The University of Pittsburgh has an Export Controls Management Plan developed with the assistance of the Export Controls Committee.  The Office of Trade Compliance is responsible for the implementation of this plan, as well as providing guidance and training on export controls.

Export Controls Management Plan (ECMP)

The University of Pittsburgh promotes and conducts research to advance knowledge, enhance student learning experiences, and build its reputation in the scientific community. While the University endorses the principles of freedom of inquiry and open exchange of knowledge, it is the policy of the University to comply with all laws applicable to research including export controls regulations.  The University of Pittsburgh's Export Controls Management Plan (ECMP), modeled after the Bureau of Industry and Security's Elements of an Effective Compliance Program, is overseen by the Office of Trade Compliance.

Guidance Documents

The Office of Trade Compliance Guidance Documents were developed to assist the University community with issue-spotting and provide general guidelines regarding compliance with trade regulations.

Restricted Parties

The U.S. Government agencies maintain lists of individuals and entities barred or restricted from entering into certain types of transactions with U.S. persons. Those lists include not only specially designated nationals but also individuals and businesses that have been debarred by the Department of State or restricted by the Department of Commerce because of previous violation of the regulations.

University Export Controls Committee (UECC)

The Senior Vice Chancellor for Research (SVCR) appoints members to the University Export Controls Committee (PDF). Membership of the UECC includes representatives from academic units and central offices.  The function of the UECC is to provide input and advice in matters relating to export controls that arise in the course of University research and non-research operations. The UECC may also be asked to advise on policies, procedures and institutional actions that will strengthen institutional compliance with export controls regulations.
